Engineering: 2026 Construction Work
Each year the City of Revelstoke’s Engineering team undertakes construction projects as delegated by staff and Council. In 2026, this includes initiatives that advance the Water Main Replacement & Rehabilitation program, the Sewer Gravity Main & Lateral Rehabilitation & Renewal Programs, as well as other capital projects identified as priorities for the year. From July to October, you can expect to see work being undertaken on the following projects:
- Fourth Street Traffic Calming - Downie & Edward Intersections
- Watermain Lining - Third Street (Mackenzie Avenue to Vernon Avenue) & Fifth Street (McArthur Avenue to Vernon Avenue)

Construction schedules and traffic management plans are still in the works, but Revelstoke residents and businesses in the immediate areas of these projects will be issued with construction notifications providing more information prior to the start of construction.

Inclement weather has caused scheduling delays with availability of the line painting crew. To ensure the safety of Revelstoke residents and visitors, Fourth Street will re-open to traffic once the road and pedestrian crossing painting has been completed. This is now anticipated to be before the end of day, Monday, June 15.
Detailed design has been completed by WSP Ltd, for the Downie & Fourth Street and Edward & Fourth Street intersections as these were identified as the priority intersections to implement calming throughout staged improvements to the full road corridor. The design is based on an intersection that incorporates:
- Raised bike and pedestrian crossings at side streets.
- Pedestrian let downs at all crosswalks.
- Stamped/coloured concrete buffer zones.
General Assembly will be the Prime Contractor for the construction.
Road closure, detour implementation and Contractor mobilization to site is scheduled to begin on April 20th.
OVERVIEW
In 2021, the City received a petition from the residents in the Fourth Street area, between the Townley Roundabout and the Illecillewaet Bridge, requesting traffic calming improvements on Fourth Street and a safer corridor fore both pedestrians and cyclists. Temporary calming measurements were implemented in Fall of 2021 and have been in place since.
In 2022 Stantec Consulting Ltd. completed a Transportation Master Plan on behalf of the City, which acts as a guiding document for the future of Revelstoke’s transportation network, in the pursuit of a sustainable mountain community. This highlighted a need for increased traffic management along Fourth Street, a high-use connection to access Arrow Heights, Queen Victoria Hospital and Revelstoke Mountain Resort.
Key issues identified:
- Flow of movement.
- Bridge capacity.
- Pedestrian and cyclist safety.
- Speeding through residential areas.
- Emergency access to and from the hospital.
- Concern over existing routes ability to accommodate traffic from new development.
Following this, WSP was engaged in 2023 to undertake a Complete Street Design Project, with the objective of creating a permanent complete street for Fourth Street between Townley Street and the Illecillewaet Bridge. Pedestrian and cyclist safety, and calming of vehicle traffic was identified to guide the design of both a long and short-term Fourth Street complete Street. For more information, please refer to the below documents that were presented to the Public Infrastructure Committee throughout 2024, to assist in guiding the design process:

These intersections will be closed during the construction period. Fourth Street will be closed to traffic from Granite Street to Humbert Street. Throughout the construction period, a vehicle detour will be in place from the Fourth Street roundabout to Eighth Street, via Victoria Road and Moss Street. Residents directly affected by planned shutdowns or road closures will receive notification at least 48 hours in advance.
Southside Market is open throughout this construction period. Customers can access Southside Market at both the Edward Street entrance and the Humbert Street entrance throughout this construction period.
During construction, you may notice equipment noise and an increase in construction vehicle traffic. All road closures and detour routes will be clearly marked with signage, traffic cones, and traffic control personnel when required.

The Sewer Gravity Main & Lateral Rehabilitation & Renewal program is an annual program that's purpose is to replace or repair sections of sanitary line that have been identified as requiring repair and maintenance or requiring up-sizing. In 2023 and 2024, comprehensive CCTV inspection of the City’s sewer system was undertaken by T2 Utility Engineers to inform condition assessment and prioritization of upgrades. Using this information a Sanitary Sewer Network Condition Assessment and Prioritized Work Plan was developed to help guide annual work planning. Projects identified in the sewer gravity main and lateral rehabilitation and renewal program for 2026 include:
- Mutas Loop Sanitary Upgrades - Phase 1
- Project 2 TBC
Mutas Loop Sanitary Upgrade
In 2024, the City retained McElhanney to assess the network capacity of the sanitary system in the Bend Road / Mutas Road area. Network modelling was completed to understand the impact of existing infrastructure and future development on the network. This work identified a series of upgrades that will be completed in phases.
Phase 1 is scheduled to be completed on Mutas Road in June 2026.

Road closures and detours will be clearly marked with traffic cones, and traffic control persons when required. Please follow all detour routes, drive cautiously, and protect our construction zone workers. Local businesses remain OPEN and accessible via a temporary two-way traffic system on Mutas Road.

The purpose of these projects are to replace sections of water line that have been identified as requiring repair and maintenance or reaching their end of life. In 2022, a comprehensive Water Master Plan was completed by WSP Canada, identifying the current condition of the City's water supply network, and identifying upgrades necessary to align with the anticipated growth identified in the Official Community Plan.
Projects identified in the watermain replacement and rehabilitation program for 2026 include:
- Third Street East Spray in Place Pipe Lining (Mackenzie Avenue to Vernon Avenue)
- Fifth Street East Spray in Place Pipe Lining (McArthur Avenue to Vernon Avenue)
OVERVIEW
Since 2023, the City has been utilizing Spray in Place Pipe (SIPP) Lining as a form of rehabilitation for ageing water main infrastructure as an alternative solution to full pipe replacement. The lining process fully cleans the pipe, inspects it for condition and then sprays the inside of the pipe with a Resiline 320 liner to provide a full coat.
Prior to being returned to service, the pipe is disinfected and tested according to standard watermain construction procedures.
This approach has numerous benefits, including:
- Shorter construction duration.
- Less impact on surrounding residents and businesses.
- Significantly smaller excavation areas.
- Improved fire flows (dependent on pipe material).
