Fourth Street Traffic Calming - Downie & Edward Intersections

LATEST STATUS

Detailed design has been completed by WSP Ltd, for the Downie & Fourth St and Edward & Fourth St intersections as these were identified as the priority intersections to implement calming throughout staged improvements to the full road corridor. The design is based on an intersection that incorporates:

  • Raised bike and pedestrian crossings at side streets.
  • Pedestrian let downs at all crosswalks.
  • Stamped/coloured concrete buffer zones.

General Assembly will be the Prime Contractor for the construction.


OVERVIEW

In 2021, the City received a petition from the residents in the Fourth St area, between the Townley Roundabout and the Illecillewaet Bridge, requesting traffic calming improvements on Fourth St and a safer corridor fore both pedestrians and cyclists. Temporary calming measurements were implemented in Fall of 2021 and have been in place since.

In 2022 Stantec Consulting Ltd. completed a Transportation Master Plan on behalf of the City, which acts as a guiding document for the future of Revelstoke’s transportation network, in the pursuit of a sustainable mountain community. This highlighted a need for increased traffic management along Fourth St, a high-use connection to access Arrow Heights, Queen Victoria Hospital and Revelstoke Mountain Resort.

Key issues identified:

  • flow of movement
  • bridge capacity
  • pedestrian and cyclist safety
  • speeding through residential areas
  • emergency access to and from the hospital
  • concern over existing routes ability to accommodate traffic from new development

Following this, WSP was engaged in 2023 to undertake a Complete Street Design Project, with the objective of creating a permanent complete street for Fourth St between Townley St and the Illecillewaet Bridge. Pedestrian and cyclist safety, and calming of vehicle traffic was identified to guide the design of both a long and short-term Fourth St Complete Street. Sub-surface works were completed in these intersections in Fall, 2025, to replace and rehabilitate aging water main infrastructure and improve fire flows, ahead of the traffic calming improvements.


CONSTRUCTION LOCATION

Construction will be complete at the intersections of Fourth St & Downie St and Fourth St & Edward St.


CONSTRUCTION IMPACT

These intersections will be closed during the construction period. Fourth Street will be closed to traffic from Temple Street to Moss Street. Throughout the construction period, a vehicle detour will be in place from the Fourth Street roundabout to Eighth Street, via Victoria Road and Moss Street. Residents directly affected by planned shutdowns or road closures will receive notification at least 48 hours in advance.

Southside Market is open throughout this construction period. Customers can access Southside Market at both the Edward Street entrance and the Humbert Street entrance throughout this construction period.

During construction, you may notice equipment noise and an increase in construction vehicle traffic. All road closures and detour routes will be clearly marked with signage, traffic cones, and traffic control personnel when required.

ESTIMATED TIMELINE

This work is scheduled to be completed throughout late April - May, with an estimated 5 week construction period. Check back here for updates as specific dates for closure are identified.
