Each year the City of Revelstoke’s Engineering team undertakes construction projects as delegated by staff and Council. In 2025, this includes initiatives that advance the Water Main Replacement & Rehabilitation program, the Sewer Gravity Main & Lateral Rehabilitation & Renewal Programs, as well as other capital projects identified as priorities for the year. From July to October, you can expect to see work being undertaken on the following projects:

  • Rokeby Avenue & Fourth Street Watermain
  • Wales Street Watermain
  • Mutas Loop Sanitary Upgrade
  • Pearkes Drive Multi-Use Pathway
  • Pearson Avenue Stormwater
  • Annual Paving Program

General Assembly Excavating and Jake-Jay Construction are the Prime Contractors for these projects. Construction schedules and traffic management plans are still in the works, but Revelstoke residents and businesses in the immediate areas of these projects will be issued with construction notifications providing more information prior to the start of construction.

    2025 Paving Program


    Latest Status

    At the July 22nd Council Meeting, the City awarded the 2025 Asphalt Resurfacing Service Project to Terus Construction Ltd.


    Overview

    In 2015 Tetra Tech EBA and Urban Systems conducted a pavement condition assessment of the City's road network and developed the existing Pavement Management Plan (2017). In 2020, Tetra Tech completed a second roadway pavement condition assessment and updated the City's Pavement Management System. The resources are used to identify capital utility and paving projects, and annual maintenance work plans.


    2025 PAVING LOCATIONS

    • 3rd St W, from King St to Wright St
    • Wright St, from Douglas St to Front St
    • Front St, from Wilson St to End
    • 8th St E, from Victoria Rd to Temple St
    • Campbell Ave (eastbound), from turning lane to 4th St E
    • Campbell Ave (westbound), from 1st St W to 3rd St W
    • 8th St E, from Downie St to Edward St


    CONSTRUCTION IMPACT

    Sections of road will require closures throughout the construction period. Notices will be delivered to impacted residents a minimum of 48 hours prior to planned shutdowns or road closures. Expect equipment noise and increased numbers of construction vehicles. Road closures and detours will be clearly marked with traffic cones, and traffic control persons when required. Please follow all detour routes, drive cautiously, and protect our cone zone workers.


    TIMELINE

    Paving will be completed by October 31st, 2025.

  • Watermain Replacement & Rehabilitation

    OVERVIEW

    The purpose of these projects are to replace sections of water line that have been identified as requiring repair and maintenance or reaching their end of life. In 2022, a comprehensive Water Master Plan was completed by WSP Canada, identifying the current condition of the City's water supply network, and identifying upgrades necessary to align with the anticipated growth identified in the Official Community Plan.

    Projects identified in the watermain replacement and rehabilitation program for 2025 include:

    • Rokeby Avenue & Fourth Street Watermain Upgrade
    • Wales Street Fire Flow Improvements

    These construction projects will be completed by Jake-Jay Construction. The assessment and design were completed by WSP Canada.

    Rokeby Avenue & Fourth Street Watermain Upgrade

    The watermain upgrade on Rokeby & Fourth will replace and upsize an existing aging watermain that has reached the end of its design life.


    TIMELINE

    • July 22 - Construction start date
    • July 23 - 30 - Installation of watermain
    • July 30 - Aug 7 - Cleaning, disinfection & testing, and road preparation
    • Aug 8 - 11 - Tie-ins to City water system
    • Aug 13 - Clean up & demobilization
    • Paving date TBC


    Wales Street Fire Flow Improvements

    The Wales Street watermain is a new section of watermain that will connect the existing mains on Front Street & Douglas Street, to improve the available fire flows in the local area.

  • Pearkes Drive Multi-Use Pathway

    Latest Status

    The City of Revelstoke received a grant from the British Columbia Active Transportation Infrastructure Grant Program to construct a Multi-Use Pathway on Pearkes Drive from the existing Greenbelt at Allen Road to Columbia Park Elementary. In 2025, the City plans to construct the section of pathway between Laforme Boulevard and Colbeck Road.


    Overview

    In 2022 Stantec Consulting Ltd. completed a Transportation Master Plan on behalf of the City, which acts as a guiding document for the future of Revelstoke’s transportation network, in the pursuit of a sustainable mountain community. Building on this document, McElhanney completed a Columbia Park Active Transportation Plan, which provided an assessment of existing active mode connectivity in the Columbia Park neighbourhood and provides recommendations for new infrastructure.

    In Fall 2024, McElhanney Ltd undertook design for a Multi-Use Pathway on Pearkes Drive, connecting the existing Greenbelt at Allen Road to the Columbia Park Elementary School, to support a funding application to the British Columbia Active Transportation Infrastructure Grant Program.

    LATEST STATUS

    McElhanney Ltd undertook stormwater modelling and detailed design to determine the magnitude of upgrades required to improve the stormwater system at Pearson Avenue and mitigate the potential flooding risk. Construction on the stormwater system between First Street and Third Street is to be completed in 2025.


    OVERVIEW

    The City’s Stormwater Master Plan (2016) identified the Pearson Avenue Storm main as a critical piece of infrastructure for stormwater conveyance in the City.
    The Pearson Avenue / First Street intersection was identified as susceptible to flooding during major system events and recommended a design exercise to consider increasing the downstream capacity.

  • Sewer Gravity Main & Lateral Rehabilitation & Renewal

    OVERVIEW

    The purpose of this project is to replace sections of sanitary line that have been identified as requiring repair and maintenance or requiring upsizing. In 2023 and 2024, comprehensive CCTV inspection of the City’s sewer system was undertaken by T2 Utility Engineers to inform condition assessment and prioritisation of upgrades. Projects identified in the sewer gravity main and lateral rehabilitation and renewal program for 2025 include:

    • Mutas Loop Sanitary Upgrades
    • Mackenzie Avenue Sanitary Realignment

    The assessment and design were completed by McElhanney.

    Mutas Loop Sanitary Upgrade

    In 2024, the City retained McElhanney to assess the network capacity of the sanitary system in the Bench Road / Mutas Road area. Network modelling was completed to understand the impact of existing infrastructure and future development on the network. This work identified a series of upgrades that will be completed in phases.

    Phase 1 is to be completed on Mutas Road in 2025.
