About the Project

In June 2022, a 10-year Parks and Recreation Master Plan (PRMP) was adopted by Council. The PRMP provides strategic guidance for decisions related to municipal parks and recreation facilities and services to 2031. Strategies outlined in the PRMP aim to help the City achieve the vision set out in the Official Community Plan (OCP) of being “a supportive, vibrant community for those that live, work, and visit here today and in the future”.

Why are we doing this project?

Both the OCP and the PRMP engaged the community so that opportunities, strategies and priorities could be identified and actioned. The Powerhouse Road Park Concept Plan Project was identified as a Stage 1 implementation action in the PRMP and the City is now undertaking a concept planning process to design the park based on community engagement outcomes.

The PRMP identified the Powerhouse Road site as a community park. 

Location

Powerhouse Road Park is a .95ha (2.3 acre) site located in the South Revelstoke Neighbourhood, across from the Arrow Heights Neighbourhood on Illecillewaet Road on the north side adjacent to a bend of the Illecillewaet River.



What is a Park Concept Plan? 

A park concept plan provides visual ideas on how the different amenities of a park could be placed in the park area. It typically shows where open areas or natural areas are, where things like pathways, benches, play structures, buildings, playing fields, etc are located and how much area each of the items might take up. This allows for the public to understand what type of activities will be proposed for the park and what they might look like.

A park concept plan is a high level, conceptual design. Construction designs are required once the park concept plan is completed and before construction can begin.

Considerations when designing a park include:

  • Has the area been identified by the community as a priority? If so, what type of activities have they identified for the park?
  • How big is the park parcel (land area)?
  • Where is it located in the community? What part of town? What else is nearby?
  • To use the park will people be walking, biking, driving, transit?
  • Are there existing uses that need to be preserved, improved or removed?
  • What user groups are interested in having their activity in the park? Is this park the best location and site for that use?

Once the park concept is finalized, the next step is to work with user groups on detailed construction drawings before construction takes place.

    Location and Current Situation

    Powerhouse Road Park is an approximately 8ha site located in the South Revelstoke Neighbourhood, across from the Arrow Heights Neighbourhood on Illecillewaet Road on the north side adjacent to a bend of the Illecillewaet River. Some informal uses have been occurring on the site and the City uses a portion of the site for snow removal storage and operations. The land is City owned. The City has engaged with user groups that were identified in the PRMP to understand if they had interest in the site and what their needs are. The results of the PRMP outcomes and user group discussions are reflected in the Concept below.
