Timeline: November 2022 to February 2023

About the Project

In June 2022, a 10-year Parks and Recreation Master Plan (PRMP) was adopted by Council. The PRMP provides strategic guidance for decisions related to municipal parks and recreation facilities and services to 2031. Strategies outlined in the PRMP aim to help the City achieve the vision set out in the Official Community Plan (OCP) of being “a supportive, vibrant community for those that live, work, and visit here today and in the future”.

Why are we doing this project?

Both the OCP and the PRMP engaged the community so that opportunities, strategies and priorities could be identified and actioned. The Powerhouse Road Park Concept Plan Project was identified as a Stage 1 implementation action in the PRMP and the City is now undertaking a concept planning process to design the park based on community engagement outcomes.

The PRMP identified the Powerhouse Road site as a community park.

Location

Powerhouse Road Park is a .95ha (2.3 acre) site located in the South Revelstoke Neighbourhood, across from the Arrow Heights Neighbourhood on Illecillewaet Road on the north side adjacent to a bend of the Illecillewaet River.

What is a Park Concept Plan?

A park concept plan provides visual ideas on how the different amenities of a park could be placed in the park area. It typically shows where open areas or natural areas are, where things like pathways, benches, play structures, buildings, playing fields, etc are located and how much area each of the items might take up. This allows for the public to understand what type of activities will be proposed for the park and what they might look like.

A park concept plan is a high level, conceptual design. Construction designs are required once the park concept plan is completed and before construction can begin.

Considerations when designing a park include:

  • Has the area been identified by the community as a priority? If so, what type of activities have they identified for the park?
  • How big is the park parcel (land area)?
  • Where is it located in the community? What part of town? What else is nearby?
  • To use the park will people be walking, biking, driving, transit?
  • Are there existing uses that need to be preserved, improved or removed?
  • What user groups are interested in having their activity in the park? Is this park the best location and site for that use?

  • Share Hi, I am wondering if there is any opportunity for public input for the types of community use and features of the area. I work for the invasive species society and we would love to use the area for our workshops, weedpulls and educational events. Signage, a covered area, accessibility are aspects we would love to be considered in this plan. on Facebook Share Hi, I am wondering if there is any opportunity for public input for the types of community use and features of the area. Hello Jess,

Thank you for sharing your ideas! There will be an opportunity for the public to comment on the draft concept in the next few weeks. Please consider subscribing to the project page or registering for the TalkRevelstoke site to stay up to date on when public comment will begin.

    Sincerely,

  • Share Remember to consider bears. Many bears use this area, including both grizzlies and black bears, and not just during Kokanee spawning season. If there are food production sites, they will need to have bear-proof (heavy duty!) fencing with gates. On-site composting will need to be done very carefully. If sheds are built to hold compost or garbage, they need to be very strongly built. Use screws, not nails. A Conservation Officer once told me that if a human can break into a shed with a crow-bar, it would be no problem for a bear to break in! Please plan for bear-proof garbage cans throughout this area. on Facebook Share Remember to consider bears. Dear Jackie,

Thank you for these insights. There are policies in the City's new Official Community Plan that outline considerations for Bear Smart - the Powerhouse Road Concept Plan will include a statement on using Bear Smart materials.

And, a new 'rule of thumb' could be crowbar access! That is a great analogy - thanks for sharing 😊

  • Share I can't see the exact location of the park on this small map. I would be concerned IF the park took in or removed the existing exention of the greenbelt walk along the Illecillewaet River which is maintained with crush and ploughing in the winter. This is a beautiful public ealkway which is used by many people from town and some people from out of town. Some walk with dogs and some walk without dogs. This wlkway is an extension of the green belt and connects with the path along Bridge Creek. It should be treasured and kept. there would still be room for the frisby course and a natural park which would connect with it very well. Can you clarify if this pathway along the Illecillewaet will be kept with this plan? on Facebook Share I can't see the exact location of the park on this small map. Hello Virginia,

    Thank you for the comments.

The map provided on this page is to show the general location within Revelstoke. There will be a more legible, larger map once the park concept has been drafted.

The greenbelt is outside the scope of work for the Powerhouse Road Park concept and is intended to be left 'as is'. We hope to have the park concept ready for public feedback in a couple of weeks. It will be posted on this site and the City will be sending out social media posts letting the community know it is up for feedback.

Thanks again for reaching out and for raising these items.

    Sincerely,

    Powerhouse Road Project Team

    Hello boruczka,

Thank you for this important insight for Bridge Creek! The project team will be ensuring City and Provincial regulations regarding buffers to water bodies and riparian areas are implemented. We will be posting the park concept once it is complete for the public to view and provide feedback on.

Thank you again for taking time to view the project page and for providing this comment.
