The Community Economic Development is inviting input from community members, Indigenous partners, and the tourism sector on the draft 2025-2027 Resort Development Strategy (RDS). This feedback will help shape the strategy before it is presented to City Council for consideration and approval. Once endorsed, the draft RDS will be submitted to the Ministry for further input regarding its scope and proposed high-level outcomes.

Please note that the 2025-2027 Draft Resort Development Strategy will only become available for review mid April. Until then, the 2022-2024 strategy is available for reference under the 'Resort Development Documents' section of this page.

The final RDS will:

  • Identify the needs and interests of a diverse tourism sector,
  • Reflect best practices used by other Resort Municipalities,
  • Respond to challenges facing the tourism sector in our community,
  • Align projects and activities with the community’s overall development goals,
  • Build consensus among local tourism stakeholders, and
  • Develop an updated Resort Development Strategy that reflects the new mandate and scope of the Resort Municipality Initiative.

Upon completion of the engagement process and receipt of input from the Ministry the final draft of the updated Resort Development Strategy will be reviewed by the TIC and then brought to Council for final approval which will enable the Ministry to enter into a Contribution Agreement with the City. At that point staff and TIC members can move forwards with approving the allocation of funds to prioritized projects, events and services using the application process developed in the last RDS.



Background

The City of Revelstoke, one of fourteen communities designated as a Resort Municipality, is required to submit a draft Resort Development Strategy (RDS) for the period 2025 to 2027 in accordance with the new program guidelines provided by the Ministry of Tourism, Arts and Culture.



What is the Resort Development Strategy?

Revelstoke is one of fourteen designated Resort Municipalities in the Province of British Columbia. As part of this designation, Revelstoke has received funding through a Resort Municipality Initiative (RMI) since 2008 to support the development of tourism infrastructure and tourism projects. In order to access the RMI funding the City of Revelstoke needs to have a current Resort Development Strategy (RDS) that covers the period of funding. The latest RDS expired at the end of 2024. The program is currently waiting for the announcement of a fourth period of funding from 2025-2027 and Revelstoke must develop and submit an updated RDS.

An RDS is essentially a document that outlines the community vision and goals for tourism as well as the projects that will be funded by the RMI program to support provincial tourism objectives and outcomes.


Objectives:

  1. Develop and/or enhance tourism infrastructure and amenities
    > Develop, enhance, or diversify tourism-related infrastructure and amenities to attract visitors, encourage longer stays or broaden the appeal of the resort community beyond its main draw or season to support year-round visitation.
    > Ensure or improve accessibility to tourism infrastructure and amenities (barrier-free access for visitors of all ages and abilities).

  2. Deliver remarkable visitor experiences
    > Deliver accessible tourism-related services, programs or events that will contribute to a positive visitor experience and/or showcase local and Indigenous cultural tourism.
    > Develop and deliver programs to attract and retain labour to improve tourism businesses’ operations and the visitor experience.

  3. Implement sustainable tourism projects and initiatives
    > Implement sustainability projects that minimize tourism impacts, mitigate climate change, and strengthen or restore our natural environment and communities.
    > Increase awareness of sustainable practices and influence responsible tourism from visitors.
    > Develop plans and mechanisms to ensure the local tourism industry is well-positioned to respond to and recover from natural events, such as floods and fires.


These outcomes include:

  1. Extend or diversify the community’s tourism season
  2. Increase visitation
  3. Improve the sustainability of the tourism sector
  4. Enhance the visitor experience
