The City of Revelstoke is currently completing a Master Plan for the City-owned Oscar Street (Bridge Creek) Property. This property is 4.76 ha (± 11.75 ac) in size, not including existing development, and is located at Oscar Street and Humbert Street.

We thank all of the members of the community who participated in various engagement initiatives through the Fall of 2023.

The Draft Master Plan is now complete, incorporating feedback from the community. The plan, servicing summary, and public engagement summary is uploaded to the documents section of TalkRevelstoke. The Plan will be presented to Council for initial consideration on February 27, 2024. A summary of the plan is as follows:

  1. One development concept (left) focused on a residential mixed-use neighbourhood with 345 dwelling units, 431 parking spaces, and 16,000 sq. ft. of commercial space
  2. A second development concept (right) includes 260 dwelling units, 300 parking spaces, 5,000 sq. ft. of commercial, and a 4.5 acre parcel set aside as a future public use reserve.
  3. Guiding principles for future development including development of a complete neighbourhood, attainability, coordination, and sustainability


ABOUT THE PROJECT

The City of Revelstoke is currently completing a Master Plan for the City-owned Oscar Street (Bridge Creek) Property. A Master Plan is a non-statutory document that is intended to guide future development. The plan will outline building sites, land to be preserved, preliminary servicing, and access for the property.

The City completed some preliminary planning for this property in on December 20, 2016, that outlined a general land use plan for the Oscar Street lands. Minimal development on the subject property has occurred since this time, and a more detailed Master Plan is required in order to support the development of non-market housing in the community.

This property is 4.76 ha (± 11.75 ac) in size, not including existing development, and is located at Oscar Street and Humbert Street. The property is bounded by Edward Street / Powerhouse Road to the north / west, and Oscar Street to the south / east. The development is in proximity to a manufactured home park, the City’s wastewater treatment plan, single detached residential development, and multi-unit residential development. The existing row house development adjacent to Oscar Street and the recently completed apartment complex at the extended portion of Humbert Street (both adjacent to the subject property) are developed for affordable housing on land owned by the City, and managed by the local Revelstoke Community Housing Society.

The context of the subject property creates the opportunity for community-oriented housing, local commercial, as well as space dedicated for public use. Upon completion of a Master Plan, the City is anticipating amendments to the existing Comprehensive Development Zone 14 to facilitate the envisioned development.

At this time, the development is envisioned to potentially incorporate the following uses:

  1. Mixture of market and non-market residential dwelling units
  2. Local commercial at a scale suitable for the immediate neighborhood
  3. Public use space

Based on the existing density of development and accounting for the development of an internal road network, it is envisioned that the master development plan could accommodate between 250 and 400 additional residential units.

WHAT WILL THE PROJECT ACCOMPLISH?

The project is anticipated to result in the following deliverables:

  1. A Master Development Plan with land use concepts for how development could proceed
  2. Sit servicing review for water, sewer, and stormwater management
  3. Transportation analysis with internal road network
  4. Plan on how the land could be subdivided to guide future development
  5. Recommended amendments to existing zoning to enable the changes
