Update on the OCP Council Process - What You Need to Know

A Public Hearing was held on July 26, 2022. At the conclusion of the Public Hearing, Council passed Third reading and Adopted Official Community Plan Bylaw No. 2332. Staff will proceed to update the City's webpage with the new OCP and all supporting documentation, as well as update the City's external mapping.

The draft OCP was brought forward for initial Council consideration on June 14, 2022. At this meeting, Council gave First and Second Reading to Official Community Plan Bylaw No. 2332 and directed staff to hold a Public Hearing.

In accordance with legislative requirements, after initial Council consideration, the OCP was referred to the Agricultural Land Commission (ALC). Feedback from the ALC requested changes to the mapping and designation of Agricultural lands. Staff have made the requested changes and are brought the file back for Council re-consideration of Second reading on July 12, 2022. Council granted Second reading and a Public Hearing was set for July 26, 2022. At the conclusion of the Public Hearing, Council proceeded to grant Third reading and Adopted the bylaw.

Important information includes::

• Official Community Plan Bylaw No. 2332 - This is the bylaw that was adopted by Council on July 26, 2022.
• OCP Implementation Strategy - This strategy is referenced in the OCP and provides details for how the OCP will be implemented
• Heritage Conservation Area Design Guidelines - These guidelines have not been changed from what exists in the current OCP but have been separated out as a standalone document
• Community Energy and Emissions Plan (Quickstart) - Forms the basis of the City's Greenhouse Gas Emission reduction target in Part 2 of the OCP
• Residential Supply and Demand Analysis - Provides details on where the City can grow and forms the basis of the housing targets established in Part 2 of the OCP
• Population and Housing Projections - Informs the anticipated population growth over a 20 year period and forms the basis of population projections established in Part 2 of the OCP

The DRAFT OCP Feedback Report (from May 2 - 4 Public Sessions)

On April 14, after 15 OCP Focus Group meetings and over 1,100 volunteer hours, a draft OCP document was provided to the public for review and feedback. Feedback sessions took place in person and online from May 2 - 4 and the survey closed on May 5. A summary report is now available: May Public Sessions WWH Report

City staff is currently working on making revisions to the OCP document based on public feedback and prior to presenting to Council for consideration on June 14. The OCP for the June 14 presentation will be posted on this page and in the Council agenda package in June.
