The Johnson Heights Neighbourhood Plan was originally being worked on in 2021 concurrently with the City's completion of a new Official Community Plan. The City thanks all stakeholders for contributing and providing input into the future of Johnson Heights during this time.
In 2022, Council gave direction that the Official Community Plan was a priority to be completed. The new Official Community Plan was adopted by Council in July, 2022. With the completion of the Official Community Plan, the City has been re-evaluating the priority of projects within the Development Services department including projects related to guiding non-market housing development, master planning for City-owned properties, and completing the Zoning Bylaw Comprehensive Review.
Changes adopted by Council in July 2023 to the Development Approval Procedures Bylaw allow for the City to require Comprehensive Development Plans for new large-scale development. With these changes, the City is reviewing to determine whether a Neighbourhood Plan completed by the City or a Comprehensive Development Plan completed by a Developer (based on developer interest) to the satisfaction of City Council is the opportune path forward. Staff anticipate bringing forward an update report for Council to receive direction before the end of 2023.

ABOUT THE PROJECT
Johnson Heights is located in the north east of Revelstoke. It is bounded by the railway tracks to the south and west, the Illecillewaet River to the south and Highway 1 to the north. The area currently has very little development, other than a small amount of residential, the Revelstoke campground, the Hillcrest Hotel and Mt. Begbie Brewery. The other vacant lots are in a semi-natural state with naturally occurring forests and landscape.
The area is cut off from the rest of the City by the CPR railway, which travels through the significant embankment, and separates the neighbourhood from the rest of the City. Most of the development is currently strata development with small individual mobile/modular homes as the dominant form of housing.
A neighbourhood plan sets the long term vision for development within an area and provides more specific information with respect to future land uses, site servicing, amenities, and pedestrian connections.
