The City of Revelstoke is continuing the Liquid Waste [Sewage] Management Plan (LWMP) process to provide clear guidance to address the long-term infrastructure needs to meet current environmental regulations both Federally and Provincially, while supporting the community as it expands.

LEVELS OF SERVICE FRAMEWORK

The City of Revelstoke is reviewing the current quality of service (level of service) it offers to the community and has launched a survey to find out the community’s perspective. This will help the City find an appropriate balance between what the community wants and what we can afford.



RESORT DEVELOPMENT STRATEGY

The City of Revelstoke, one of fourteen communities designated as a Resort Municipality, is required to submit a draft Resort Development Strategy (RDS) for the period 2022 to 2024 in accordance with the new program guidelines provided by the Ministry of Tourism, Arts and Culture.

COUNCIL REMUNERATION TASK FORCE

The goal of the process is to recommend a fair remuneration package for mayor and council - fair for both the elected officials and the taxpayers. The remuneration package can consist of their base salary and any attached benefits and allowances.



HOUSING ACTION PLAN

A Housing Action Plan provides a framework to municipalities that allows them to implement strategies intended to support and enable the creation of housing units that will address core housing needs within the community. Housing Action Plans are specific to the unique needs of the local community and will speak to a full range of housing options including social housing, rental housing and home ownership. It will include specific actions that are within the authority of the local government to help support and provide housing solutions within the City.



DEVELOPMENT COST CHARGES MINOR UPDATE

The City is proposing Council consider a DCC bylaw amendment to have a minor update to increasing DCCs from 2008 DCC Bylaw amendment by 4%. The City will be considering a major update to DCC once the Master Plans have been completed.




OFFICIAL COMMUNITY PLAN MINOR UPDATE (MODERNIZATION)

A comprehensive review of the Official Community Plan Bylaw No. 1950 (OCP) is underway. Phase 1 includes project plan development, OCP vision check-in and update (completed July 2020), as well as minor updates to modernize the current OCP. The bylaw presented to Council for consideration on August 10, 2021 is not a new OCP - the intent is to address historical amendments that have created conflict within the OCP and the Zoning Bylaw, creating inconsistency in interpretation by staff and the public.



SHORT TERM RENTAL BYLAW

STRs are commonly known as AirBnB's, VRBOs, etc. and are gaining popularity among visitors for accommodation options while at the same time impacting the local housing market. By regulating STRs the City is working to find a balance between visitor accommodation choices, the ability for permanent residents to supplement their income, and the long term housing needs of residents. STR is already permitted in many areas of the City as a result of amendments to the Zoning Bylaw over the past decade. The intent of amendments is to provide clarity about where the use is permitted, the applicable regulations, and to allow for thoughtful expansion in areas where STR can be undertaken.



PARKS AND RECREATION MASTER PLAN

The City of Revelstoke (City) is updating our Parks and Recreation Master Plan (PR Master Plan). This Master Plan will guide planning and decision-making related to parks, recreation, and facilities to 2030, replacing the Parks, Recreation, and Culture Master Plan of 2011. The PR Master Plan will identify and address needs in the community for new and improved parks, trails, and recreation facilities and services. Involving the community will help the plan reflect the community’s vision and meet local interests and needs.

ZONING BYLAW UPDATE

The City of Revelstoke is undertaking a comprehensive zoning bylaw review to update, modernize, and provide more clarity to the bylaw. A comprehensive review is a complex undertaking and takes substantial time and resources.



BUILDING BYLAW UPDATE

This page was developed to inform the public that the City of Revelstoke, Development Services is updating the Building Bylaw in consultation with the Building Industry.



SINGLE USE ITEMS BYLAW

Single-use items are primarily made from fossil fuels and are designed to be used one time and then typically disposed of by being sent to the landfill. We all know it’s better to avoid single-use items. In Revelstoke, Bylaw 2263 to ban plastic checkout bags, foam containers and plastic straws was adopted by Council on January 11, 2022.



RECOVERY TASK FORCE

The purpose of the Recovery Task Force (RTF) is to identify immediate and long-term needs, assess various initiatives, and craft a response to the economic and social disruptions caused by the COVID-19 pandemic that best serve the needs of the local community.

The role of the task force is to be a non-partisan, cross-sectoral ’think tank’ that will receive input from a variety of sectors and will collate that input to suggest strategies and opportunities that we can focus on to mitigate the potential economic impact to businesses from the COVID-19 pandemic.
