The draft of Revelstoke's Housing Action Plan is complete and has been posted in the documents section. Feedback as documented in the final "What We Heard" report has been included in the plan to help and guide actions that can be taken at the local level to address the housing challenges in the city. It is anticipated that the plan will be brought forward for Council consideration at the end of August or beginning of September. What is a Housing Action Plan?
A Housing Action Plan provides a framework to municipalities that allows them to implement strategies intended to support and enable the creation of housing units that will address core housing needs within the community. Housing Action Plans are specific to the unique needs of the local community and will speak to a full range of housing options including social housing, rental housing and home ownership. It will include specific actions that are within the authority of the local government to help support and provide housing solutions within the City.
Developing our Housing Action Plan
The development of the City's Housing Action Plan will be completed in four phases.
Phase 1 – Baseline Report and Housing Targets
The first phase of the project will consist of an analysis of both existing and new data sources in order to identify housing targets for a range of housing across the continuum (e.g., shelter units, supportive housing, non-market rental, seasonal workforce housing etc.). The analysis will review the existing Housing Needs and Demands Assessment as well as the recent Population Report prepared for the City. In addition, a review of core housing needs will be completed.
Phase 2 – Targeted Community Engagement
Phase 2 of this project is focused on identifying opportunities and potential solutions from housing stakeholders with a focus on employers, non-profit housing providers, and the development community. At the conclusion of this phase, a “What we Hear” report will be completed and posted to TalkRevelstoke. Additional engagement with the broader community will be completed in later phases of the project.
Phase 3 – Draft Recommendations Development
Based on the findings of the baseline report and the results of Phase 2 engagement, drafting of a longlist of potential actions for the City to take to achieve its housing targets will be undertaken. This is anticipated to focus on two items:
- To what extent does the actions support achieving the targets identified in the baseline report
- What roles does the city currently take on or aspire to take on with regards to housing
Identification of changes to City bylaw, policies, and development of new ones will be undertaken including but not limited to review of incentives, density bonusing, inclusionary zoning etc. In addition, a land economic analysis to help inform recommendations will be undertaken.
Phase 4 – Report Finalization and Implementation
Phase 4 includes integrating all of the feedback into a draft Housing Action plan in preparation for public comment. Once comments have been received and incorporated, the plan will be finalized and presented to Council.
