Staff presented the Heritage Management Plan to the Committee of the Whole (COTW) at their May 16, 2024 meeting, with the staff recommendation that the COTW recommends to Council that the Heritage Management Plan be approved at their May 28, 2024 meeting and that a spending initiative to implement the Heritage Management Plan be included for Council consideration in the 2025 budget as part of the Long Term Financial Plan. The COTW supported the HMP moving forward to be approved.

ABOUT THE PROJECT 

The proposed project is to undertake a review of current heritage policy and practices for the City of Revelstoke and prepare a Heritage Management Plan (HMP) for the City that includes current best practices in heritage conservation and creates a heritage program that takes into account all of Revelstoke’s heritage values. The process will examine Revelstoke’s current heritage planning initiatives and programs, Official Community Plan, the Revelstoke Station Heritage Conservation Area, design guidelines and other aspects of the City’s heritage. The plan will take a values-based approach to heritage, be developed with community engagement, include appropriate recommendations, tools, strategies and actions, and develop a plan for its implementation.

City to undertake three phases to complete the Revelstoke Heritage Program Review and Heritage Management Plan:

  • Phase 1 - Revelstoke's Historical Context 
    • Community engagement, thematic framework and vision
  • Phase 2 - Revelstoke's Heritage Places   
    • Review and update of the inventory and register to conform to best practices
  • Phase 3 - Heritage Management Planning  
    • Overall review of the heritage situation, policies, strategies and actions to setup the heritage program, conservation tools and updating the heritage information and resources on the City website
