The Building Bylaw was given First, Second and Third Readings by Council on July 13th, 2021 and was adopted July 27th, 2021. Any applications received after July 27th, 2021 will follow the new Building Bylaw no. 2294. Step Code 3 for Part 9 and Step Code 2 for Part 3 will come into effect January 1, 2022. BACKGROUND

This page was developed to inform the public that the City of Revelstoke, Development Services is updating the Building Bylaw in consultation with the Building Industry.

At the March 11, 2021 Committee of the Whole meeting, the Discussion Paper provided background information explaining the proposed Building Bylaw Template from Municipal Insurance Association British Columbia (MIABC), in conjunction with the Building Officials Association British Columbia (BOABC), Professional Associations and Lidstone and Company.

Building Bylaw No. 2294 will repeal and replace the current Building Bylaw No. 1707.

Highlights of the Building Bylaw Update include:

  • Update in accordance with the MIABC building bylaw template
  • Recommendation to include Step Code 3 of the BC Energy Step Code which came into effect April 2017. This is intended as a minimum and builders can exceed this target if they choose.
  • Swimming pools are not referenced in the building bylaw
  • Reduced fee for building permits on projects that have a Certified Professional. By having a Certified Professional, less time is required by the Building Official Inspector.
  • Six month time restriction on a building permit. If the permit has not been issued within 6 months, the permit will be closed.

Since the Building Bylaw is a Regulatory Bylaw, through legislation no Public Hearing is required. The Draft Building Bylaw No. 2294, and the two reports for Council are included in the document section of this page. Bylaw No. 2294 will go to Council for consideration for the first three readings and then adoption at a subsequent meeting.
